With a deep understanding of the challenges posed by climate change, population growth, and competing demands for water, Terry's priorities focus on sustainable solutions that protect Arizona's water resources while ensuring long-term resilience. He is committed to safeguarding Arizona's most precious resource—water.

Priorities:

Sustainable Water Management:

Balancing the needs of Arizona's growing population with agricultural and environmental demands. Terry advocates for smart water policies that ensure future generations have access to clean and reliable water.

Colorado River:

With the Central Arizona Project (CAP) dependence on the Colorado River, Terry is focused on securing CAP’s fair share of this vital resource. He advocates for strong negotiations with neighboring states and Mexico to protect water rights and ensure CAP’s future water supply amidst challenges of climate change and overuse.

Water Conservation:

Terry emphasizes the importance of water conservation across urban and rural areas. He supports programs that encourage efficient water use, reduce waste, and promotes technologies that optimize water usage in both homes and agriculture.

Improving Infrastructure:

Recognizing that the CAP system is over 50 years old and in constant need of repairs and maintenance, Terry advocates for investments in modern, resilient infrastructure. He emphasizes the importance of upgrading water delivery systems and technologies to minimize water loss from leaks and inefficiencies. Ensuring the reliability of CAP canals is essential for meeting Arizona’s future water needs and sustaining the system for generations to come.

Promoting Transparency and Public Engagement:

Terry is dedicated to making CAP operations transparent and inclusive. He encourages public involvement in discussions about Arizona’s water future, ensuring that policies reflect the needs and concerns of the people they impact. He has hosted every CAP University session since it launched in 2020.
